LOGSTAT, MEDSTAT, and PERSTAT: Comms, Reporting, and Planning in Real Time

At the onset of the COVID-19 pandemic, the U.S. Northern Command (USNORTHCOM) needed a way to collect real-time information to help make decisions on where to deploy personnel across the country. USNORTHCOM partnered with Monkton to develop LOGSTAT, MEDSTAT, and PERSTAT—three apps that enabled real-time communication with commanding officers. These apps also delivered predictive data and analytics, putting new command and control concepts into practice in real time.


Challenge:

When it comes to ensuring missions run smoothly, a solid way to collect data from the field is crucial. In the case of USNORTHCOM, General O'Shaughnessy needed a direct line to monitor the status of forward deployers and what they needed during the pandemic. The command ultimately needed a way to provide rapid support and make informed decisions on defense efforts using real-time data.


Solution:

USNORTHCOM partnered with Monkton using the MATTER IDIQ to develop the LOGSTAT, MEDSTAT, and PERSTAT apps for iOS. These life-saving systems analyzed data on hospital capacity and reproductive rates and directly informed decision making on where General O'Shaughnessy deployed personnel.


LOGSTAT - Logistical Status

  • Supports disaster recovery and mitigation missions in a COVID-19 pandemic operating environment


MEDSTAT - Medical Status

  • Securely captured data from field hospitals and hospital ships via mobile application and safely transported data for reporting


PERSTAT - Personnel Accountability

  • Securely captured personnel availability, location, and disposition data that feeds into daily muster reports and dashboards


The LOGSTAT, MEDSTAT, and PERSTAT apps leveraged existing commercial technologies to allow thousands of deployed personnel responding to COVID-19 at health care facilities across the country direct communication with commanding General Terrence O’Shaughnessy.


Outcomes:

  • Immediate communication with forward-deployed users at the Edge

  • Supported a multi-layered defense strategy

  • Put new command and control ideas into practice in real time


Impact:

USNORTHCOM was able to use collected data to start identifying patterns and predict possible hotspots on both land and sea.


Real-time informed decisions

  • Utilization of Amazon Quicksight and integration with Palantir to enable real-time access to data to inform rapid decision making

Immediate communication

  • Immediate communication with forward deployers to monitor the status of what they need and how they’re doing, leveraging Apple iPads and MatterMost

Predictive data and analytics

  • Predictive insights on future hotspots by synergizing multiple data feeds through real-time end-user reporting and collaborative planning
